RASA's DJ booth sits two floors above a currency trading floor, inside Republic Plaza Tower 1, a 66-storey office block that clears out by 7pm most weekdays. On Friday, October 16, it stays lit well past midnight for the sixth edition of Chocolate City, a party built by RASA and promoter crew Sivilian Affairs that pulls its lineup from three countries.

Dates: Friday, October 16, 2026, 9PM to 3AM Venue: RASA, #02-01 Republic Plaza Tower 1, 9 Raffles Place, Singapore (side entrance, level 2) Tickets: SGD20 general admission, via Yourtessera (sold out as of publication)

Two Rooms, Three Countries

The Floor goes to the Malaysians. Alam, a Kuala Lumpur house and techno DJ who co-runs the city's long-running Ohrwurm party and its offshoot label Ohrwurm KL Recordings, headlines alongside fellow KL selector Shazan. Sivilian Affairs co-founder Sivanesh Pillai opens back to back with Haan before the two Malaysians take over.

Next door in the Hall, it's a reunion. Ouissam, the French DJ who moved to Hanoi in 2016 and built Savage into one of Vietnam's best-known clubs, returns to Chocolate City for a set the promoters describe as exploring "the softer edges of house, disco, and rhythm-led selections." He's joined by Erin Khan and LilMissNut, both making their Chocolate City debut.

Loopliner covered Ouissam's other Hanoi project, the queer night Snug, when it took over Ho Chi Minh City's The Observatory earlier this month. Chocolate City is a different kind of night for him: no queer-programming angle, just a Friday showcase for a sound he's played at RASA before.

An Office Tower That Keeps Doing This

RASA opened in January 2025 on the second floor of Republic Plaza, a 6,000-square-foot, two-room space that runs house and electronic music Wednesday through Saturday in a building better known for law firms and trading desks. Timeout called the launch "one of, if not the biggest opening in Singapore's nightlife scene" in 2025. Loopliner wrote about Moodymann playing the same tower in August; Chocolate City is RASA's own recurring answer to the same joke, a party that treats the CBD's dead-after-6pm towers as a venue rather than an obstacle.

Sivilian Affairs has spent seven years building exactly this kind of cross-border booking. Founded in 2019 by Lilian Hautemulle and Sivanesh Pillai, the crew has brought acts including Jesse You, Baldo, Emel & Saint Guel and Roshan through Singapore's underground circuit. Chocolate City is now on its sixth edition. The SGD20 general-admission tickets, sold through Yourtessera, were gone before doors, which open at 9PM.
